The BayBio Platform

1. Access to Capital is the most important factor supporting innovation and continued new company formation. BayBio will support reforms to California’s tax code that allow for extended deduction and sale of net operating losses, and the adoption of a single sales factor for state corporate income tax apportionment. BayBio will also support other tax policies that encourage investment in research, development and company creation such as tax credits for research and development manufacturing production and angel investment tax credits. BayBio will oppose efforts to remove tax incentives designed to support the life sciences industry.

2. A supportive and engaging business environment is critical to support the growth of life sciences companies. BayBio will support the use of targeted tax incentives to encourage growth and investment in California.

3. Northern California’s biotechnology workforce is growing, providing an expansive base of highly-educated, highly paid employment. A well educated workforce is the backbone of the life sciences industry. BayBio supports increased funding for science education and encourages the development of workforce training programs to provide workers with the skills they need to take jobs in the industry.

4. Price controls, direct or indirect, discourage investment in innovation. BayBio will oppose efforts that either directly or indirectly impose price controls.

5. BayBio will oppose legislation that adds an unnecessary regulatory burden to the life sciences industry and will seek out opportunities to eliminate state regulations that duplicate federal requirements.

6. BayBio supports the use of a peer reviewed process to determine government research funding and will oppose efforts to limit or eliminate funding that is not based on scientific principles.

7. BayBio will support efforts to improve the state business environment that have a direct impact on the life sciences industry including tort and tax policy reforms.

8. Intellectual property rights are the foundation of the biotechnology industry. The industry depends on a patenting system where intellectual property is secure, well defined, and defensible. BayBio will vigorously oppose efforts to restrict the use of intellectual property and the licensing of intellectual property state entities and private industry.

9. Basic research is the engine of innovation for the life sciences industry. BayBio will oppose efforts to decrease funding of basic research.

10. BayBio will support efforts to develop technologies and regulations that allow for electronic submission and compliance.

11. BayBio supports the work of patient advocacy groups, who foster innovation in healthcare through industry-patient dialogues and research collaborations.
