Lori Lindburg


Director of Workforce & Education, BayBio Institute

Lori currently manages the BayBio Institute’s workforce and education initiatives, ensuring that they align with current and anticipated industry needs.

With over nine years of experience in workforce development, Lori has worked with the private sector, community based organizations and local governments to develop workforce systems in growth industries that are inclusive of underserved communities. Lori continues to advise Bay Area governments, non-profits and foundations on business-facing strategies for supporting un- and under-employed residents.

During her 8.5 years as Vice President of SF Works, Lori lead employer engagement efforts, connecting businesses to SF Works’ product and service offerings (including hiring tax credits and employee supports), managing partner relationships and ensuring the efficiency and quality of SF Works’ employer-facing initiatives. Lori also developed and managed SF Works’ pre-employment training programs, including the nationally-recognized On-Ramp to Biotech program developed in partnership with City College of San Francisco. Lori developed and managed industry relationships for internship and job placement and coordinated workforce training and partner relations for the On-Ramp. In her four years of overseeing the On-Ramp, Lori presided over unprecedented outcomes for job placement and ongoing education among the program’s low-income students while meeting partnering employers’ demand for skilled technicians.

Having completed coursework for a Ph.D. at American University in Washington, D.C., Lori served as a Senior Research Associate at the Brussels-based Migration Policy Group for five years, where she coordinated workforce development exchanges between chief business leaders and senior officials from the EU member states, the US and Canada. She has also served as a Visiting Fellow at Stanford University, a Research Associate at the Carnegie Endowment of International Peace’s International Immigration Policy Program, and a consultant for the Council of Europe. In 2007, Lori was accepted into the Aspen Institute’s Sector Skills Academy as a Marano Fellow. Lori is a current member of the Association of Women in Science (AWIS).
